Franklin Town Council approves FY26 capital improvement plan with school safety amendment. The Council unanimously endorsed a revised capital budget totaling roughly $1.81 million in tier 1 priorities, after amending it to add $75,000 for district-wide school safety improvements--a move that split the chamber on competing school capital needs. Town Administrator Jamie Hellen presented a balanced FY27 operating budget model relying on $2,029,218 in one-time free cash to avoid cuts while restoring two police officers, DPW services, and administrative positions, but the move would leave only $226,988 in reserves if approved.
The Council also unanimously approved a liquor license modification for Shaw's Supermarkets and voted to defer a free cash stabilization account transfer until June 10, when final health insurance numbers are expected.
