Town Council · Meeting of May 13, 2026

Franklin Town Council unanimously approves zoning amendments to achieve full MBTA Communities compliance. The four second-reading amendments address dimensional and use requirements in General Residential V, Commercial I, and Crossing Neighborhood districts that had prevented the town from meeting state housing unit capacity. Executive Office of Housing and Livable Communities had granted "conditional compliance" pending the changes; approval now opens access to the MBTA Communities Catalyst Fund (grants to $1 million) and the state discretionary grant programs from which Franklin has received approximately $7.9 million since 2020.

Council also approved water and sewer extensions for a Union Street subdivision, accepting developer contributions of approximately $95,000 toward system improvements, and appointed John Lynch, Steve Papsis, and Julie McCann to the Commission on Disability.
