Franklin Town Council approves amended procedures manual governing meeting length and structure. The council voted unanimously (9-0) to adopt Resolution 26-08, which replaces the previous 10 PM hard stop and six-councilor supermajority requirement with a four-hour sitting limit unless an agenda item is under consideration, and allows extension by simple majority vote. Town Administrator Jamie Hellen reported that Thermo Fisher, Panera Bread, and Cold Chain Technologies are closing or relocating Franklin operations, citing federal grant losses and high cost of living rather than local policy failures.
The council deferred a decision on long-term strategic planning and appointed a liaison group to refine the 2026-2027 goals list by March 4.
