Franklin Town Council adopts friendly 40B policy with annual renewal requirement.

Franklin Town Council unanimously approves revised Friendly 40B Policy requiring annual renewal. The policy bars large-scale rental apartment complexes exceeding 20 units while permitting applications for homeownership and small-scale rental projects, subject to January 31, 2027 renewal and council reexamination every year. Town Administrator Jamie Hellen confirmed Franklin's Subsidized Housing Inventory sits at 11.05 percent, above the 10 percent state threshold, with approximately 800 additional units in the approved pipeline.

Mark Minnichelli was unanimously appointed to the Municipal Affordable Housing Trust; the council also referred two MBTA Communities Act zoning compliance amendments to the Planning Board and accepted a 2,470 dollar gift to Veterans Services.
