The committee established a three-to-five-year planning framework focusing detailed analysis on years one, three, and five.

Town Administrator Jamie Hellen stated the town faces a $2 million structural deficit, with even recommended new positions leaving a $1.5 million gap. Members committed to moving away from reliance on free cash and properly separating capital from operating expenditures while building communication with the broader community.
