Franklin Board of Health unanimously expands synthetics regulation to ban all kratom products. Chair Kim Mu-Chow, Vice Chair Jeff Harris, and Member Diane Daddario voted 3-0 to broaden the original regulation language to include natural kratom leaf, kratom leaf extract, and mitragynine, effective May 20, 2026. Director Cathleen Liberty reported that only one kratom product sold locally is natural; the rest contain 7-OH in their ingredients.

Public testimony from the Safe Coalition CEO cited kratom as the number three substance used by children in the organization's programs, with an average user age of 12.
