FRANKLIN — Finance Committee reviews FY27 budget requests for public safety and public works. Police Chief Thomas Lynch requested reinstatement of two officers cut in FY26 and extension of ARPA-funded mental health clinicians serving over 800 residents annually. Fire Chief Chuck Allen presented a level-service budget while seeking four firefighter-paramedics to fully staff the third ambulance; ambulance revenue has grown 56 percent over six years to $2.9 million to $3 million projected in FY27.
Public Works Director Brutus Cantoreggi revealed the town faces $38 million in deferred road maintenance requiring $3.7 million annually. Committee member Shannon Nealon raised concern that continued reliance on free cash reserves for operations while deferring major capital obligations is unsustainable.
