Franklin Finance Committee backs $170.3M FY27 budget with reduced free cash reliance. Chair George Conley and the nine-member panel unanimously approved the revised operating budget using $1,104,132 in free cash, down from the originally proposed $2.06 million, after the Senate budget delivered approximately $630,000 in additional state aid and assessor workload improvements generated about $65,000 in new growth revenue. The committee also approved $1,528,919 in second-round capital spending, $440,000 for a fire department ambulance, and $252,437 in group insurance reserves related to the town's transition to the Group Insurance Commission, while restoring school resource officers, a deputy town administrator, and adding staff in assessor, finance, and inspection departments with October 1 start dates.
Town Administrator Jamie Hellen credited the improvements to higher state aid expectations and careful departmental scrutiny.
