Finance Committee approves $1.8M in tier 1 capital after defeating bid to defer senior center repairs.

Franklin Finance Committee unanimously backs $1.8 million in capital spending and $451,845 stabilization transfer. The committee voted down a motion by Ryan Lavorgna to defer a roughly $740,000 fire prevention system repair at the senior center, with Fire Chief Chuck Allen emphasizing the system is essential for the building's occupancy and Senior Center Director Sarah Amaral reporting the facility serves 250 to 300 seniors daily and generates $2,000 to $2,500 daily in revenue. Town Manager Jamie Hellen stressed the senior center will not be closed when he files his April budget and that such a decision would require elected officials to vote for it.

The Finance Committee also approved retained earnings appropriations for water, sewer, and stormwater enterprise funds, and heard a presentation from the Board of Assessors on commercial property valuation and development economics in light of a projected deficit between $2 million and $3 million.
