CRPCD appeals 4.5 MGD summer flow limit to EPA

FRANKLIN — Charles River Pollution Control District advances federal appeal of 34-year-old wastewater cap. The board unanimously approved Warrant #26-07 for $402,292.55 in operations and maintenance expenses and received an update on its petition for review of the EPA's NPDES permit, which imposed a 4.5 million gallon per day summer flow limit in 1992. All four constituent towns, Franklin, Bellingham, Millis, and Medway, have joined the district in the appeal; the EPA has 30 days to respond.
The treatment facility recorded non-compliance with copper limits in October, November, and December 2025, with December readings at 17.3 micrograms per liter against a 13 micrograms per liter limit.
